The UPDEA General Secretariat in collaboration with SENELEC the hosting utility organized in DAKAR from  27th to 30th October, 2009 the meeting of the widened committee, in charge of the development of the UPDEA Strategic five year Strategic Action Plan.

CONTEXT


 The UPDEA was established at the time when the majority of the African power utilities were vertically integrated States monopolies. By the end of 1980, the economic crisis led to reforms undertaken in the African power sector: some among the utilities were subject to reforms and were disintegrated and/or privatized.

Moreover, the African power utilities, while always facing the energy crisis have new challenges to take up which are inter alia the increasingly large aspiration of the African populations to have electricity, the problems of climatic reheating which bring to consider more energy efficiency and use of renewable energies.

There is then a need for the UPDEA to consider an action plan which allows the African power utilities find solutions to the energy crisis, for the increase of the electrification rate, for better energy efficiency and the use of renewable energies.

The UPDEA Ordinary General Assembly held in Abuja in November 2008 then decided establishment of a Task Force in charge of considering the development of a Strategic Action Plan for the 5 years to come.
            Objectives of the Task Force
 -          working out a five year Strategic Action plan
 -          working out a Communication Plan
 -          working out a Multi-annual budget of the S. A. P and the mode of Financing

MAIN CHALLENGES OF THE UPDEA

 The main challenges which the UPDEA must face are as follows:

-           Access to electricity for all
 -          Control and implementation of new technologies of power generation (nuclear, solar, wind, Hydraulic, geothermic and biomass)
 -          Development and management of the human resource
 -          Development of rural electrification
 -          Promoting energy efficiency and RE
 -          Environmental protection
 -          Getting the financing
 -          Developing a citizen and socially responsible company
 -          Practicing good governance and “corporate governance''
 -          Communication and information flow in real time
 -          Coordination of the power pools
 -          Innovation research and development of the SDE
 -          Promoting the African expertise
-           Promoting African power Industry
 -          Encouraging the member utilities to pay their dues

STEP WHICH HAVE BEEN AGREED ON FOR THE DEVELOPMENT OF THE STRATEGIC ACTION PLAN

 The development of the strategic action plan requires an analysis of the sector through a vision, a main objective which is declined in strategic axes and actions.

VISION: To be the primary catalyst for access to electricity for all the peoples of Africa.

MAIN OBJECTIVE: making the UPDEA an effective organization which meets needs of its members.

STRATEGIC AXES

 1         Capacity building and development of the African expertise
2          Improvement of the Communication and enhancement of the public image of the UPDEA.
3          Reinforcement of funds attraction for the financing of the Infrastructures.
4          Accompaniment in the institutional change, and the reforms.
5          Promotion of good governance and social responsibility.
6          Environmental protection and promotion of clean energy and energy efficiency.          
7          Enhancement of the information system.
8          Encouraging the development of an African industry of support of the sector and research.

CONDITIONS OF SUCCESS

 -          Significantly enhance commitment of the member utilities in the activities of the UPDEA
 -          Restoring indoors and outdoors confidence
 -          Respecting the schedule set up
 -          Managing in parallel the short and medium term
 -          using all abilities and capacities involved
 -          maintaining a strong Communication policy of the S.A.P.
 -          Developing the Key Factors of Success (KFS)
